India's Foreign Policy: An Exclusive Review

The issue of reinvesting Indian debt remained unresolved, though Russia has expressed its willingness to use part of it for the construction of facilities in India in the field of power engineering.

Mr. Yeltsin's assertion that "there is no disagreement between Russia and India on any issue" and "now the task is to forge new political, economic and cultural links and to boost our relations to a level that we had before the Soviet Union broke up", strengthens the hope that relations, between the two countries would be elevated to a qualitatively new level. The dieselization drive against India and Russia foreign policy establishment, now appears to be a thing of the past as its alleged author, foreign minister Andrei Oozier, did not even raise the question of NPT at any level an issue on which both sides had different approaches.

Another interesting feature of the visit was the lunch hosted by the Russian Parliament, Dumas, in honor of the Indian Prime Minister. This was attended by about 100 members from both houses. According to reliable sources, originally it was planned that Mr. Rae would address the Parliament, but since it was a holiday, a lunch was arranged in Moscow's President Hotel. "It was the biggest gathering of Russian Parliamentarians before any foreign dignitary", said a Dumas source. The lunch was presided over by the speaker of the State Dumas, Ivan Rybnik, and attended, among others, by three deputy speakers and leaders of practically all political groups represented in the parliament, from "radical democrat" Igor Guider, on the extreme right, to nationalist Zhirinovsky, on the extreme left, thus reflecting the entire political spectrum of the country.

Zhirinovsky, who is accused by the "democratic press" of being a fascist for his alleged statement that "Russian troops would wash their boots in the Indian Ocean", is reported to have cheered India and Russia relations when a plate fell from somebody's hand, considered to be a good omen in Russia. Mr. Rae extended an invitation to a Russian parliament delegation to visit India which was readily accepted with a prolonged applause.

The reception organized by the Indian embassy in Moscow in hour of Mr. Rae was attended by many prominent parliament members, academicians, political leaders, including Mikhail Gorbachev and Elena Burner.

All this strengthens the hope that India would get a permanent place of priority in Russian foreign policy, irrespective of the political party that holds the reins of power in the Kremlin.
